      Message from Chairman

      Since the day I took office on March 26, 2019, I have visited all units within Taiwan Water Corporation

      (TWC) to not only advocate the company policies but also have a deeper understanding of the current operating conditions and difficulties faced by various units to seek solutions together. I realize that the predicaments TWC faces in terms of management is getting difficult.

      Looking back, there was a long drought in the first half 2018, and Tainan and Kaohsiung were the driest cities that were faced with the crisis of water rationing. However, after the long drought, the southwest airflow brought heavy rain at the end of August, causing torrential rain and floods everywhere. Coupled with the strong earthquake with a magnitude of 6.0 in Hualien on February 6th, causing the collapse of buildings downtown and cracking of roads, leading to the coming off of some pipelines and more than 900 ruptures that caused water suspension for as many as 40,000 households. Thanks to the efforts made by all the employees for emergency response and disaster relief, the crises could be overcome one by one.

      In recent years, global climate change has not only become more extreme but also faster. It brings either too much or too little water, resulting in rapid changes in droughts and floods and increase in frequency of natural disasters. In addition to promoting the modernization of various public works for water supply, TWC also actively works on the improvement of the quality of water supply services while broadening sources of income and reducing expenditure for the improvement of the financial structure to achieve sustainable management. The major works being promoted and the implementation results are as follows.

      1. Diversified development of water resources to improve dispatch capacity of water supply

      To make up for the lack of stability of traditional water resources, it is necessary to promote alternative water sources that are more stable, environmentally friendly, and are with development potentials. On the one hand, TWC cooperates with Water Resources Agency’s water resource development plan and commences related downstream water supply projects. On the other hand, TWC enriches its own water sources, such as the replacement of weirs and water intake facilities and development of regional small water resources (re-extraction of wells and increased hyporheic water) and other alternative water sources. TWC will strengthen the development of hyporheic water that helps with the development of surface water resources and has lower environmental impact to enhance the dispatch capacity of water supply.

      2. Increased backup and reserve of water to strengthen stable water supply

      In areas vulnerable to water scarcity, such as Taoyuan, Keelung, Taichung, Tainan and Kaohsiung, the backup and reserve capacity of water supply systems is enhanced. The expansion and improvement of water purification equipment is enhanced to increase the reserve rate of water purification plants while the backup pipelines are also set up to have cross-system or cross-regional water supply facilities in place for the dispatch of water resources to support inefficiency when necessary. For example, the second phase (Banxin water supply improvement project) is scheduled to be completed by the end of 2019. It   is expected to improve the stability of water supply in Banxin, Taoyuan and Hsinchu areas through the establishment of additional dispatching pipes and water purification facilities.

      3. Making good use of information technology to accelerate the reduction of water leakage

      In addition to the cooperation with the Forward-Looking Infrastructure Development Plan, TWC also makes use of advanced technology to refine water pressure management techniques and the quality   of equipment as well as introduces noise detectors and multi-point correlators and other leak dictation instruments to improve the accuracy of leak detection. In 2017, the Company established the big data team and developed the Water Advanced Data Analysis. (WADA) System, and combined with the SCADA monitoring system, suspected water leakage incidents can be automatically generated as reference for repair. The effectiveness of the trials is good, and in the future the functions of the system will be refined and applied to the whole company.

      4. Promotion of water safety plan to ensure the safety of water quality

      To improve the safety of effluent and to effectively control the water quality from the watershed to the users end to reduce the risk of abnormal water quality, TWC introduced the water safety management structure announced by the World Health Organization (WHO) and released the Key Points for the Implementation of Water Safety Plan (WSP) on May 27th, 2019. Key points of the plan will be implemented step by step for water safety, including system assessment, risk identification of water  purification plants, proposal of improvement strategies, monitoring improvement and continuous management communication.

      5. To accelerate the improvement of water supply in areas not serviced by Public Water Systems for the fulfillment of TWC’s corporate social responsibility

      Currently, water supply penetration rate is high. As the water supply pipelines extend to remote areas, the users are scattered and scarce, therefore, the pipeline utilization efficiency is low. However,  the construction cost of the pipeline network is quite high, and it is not very cost effective, and yet TWC is doing what is necessary to fulfill its responsibility as a corporate citizen. To ensure safety of drinking water for un-watered families and improve the low penetration rate of some counties and cities, TWC not only actively propagandizes various preferential measures for water usage supply, but also continues to strengthen the promotion of the Third Phase of Water Supply Improvement in Areas Not Serviced by Public Water Systems for the expansion of water pipelines, with the total funding of NTD 7.049 billion, and the expected target number of beneficiaries from 2017 to 2021 will be 42,000 households.

      6. To increase revenues and reduce expenditures for the improvement of the operational efficiency

      Before the water price is reasonably adjusted, TWC will actively increase various incremental gains and measures to avoid excessive cost reduction of the project that would affect the quality of the construction equipment, threaten the stability and safety of water supply. We shall implement improvement of major cost projects on the premise of reasonable cost and shall actively explore and develop diverse methods to increase revenues. For example, we can cooperate with the green energy policy at this stage, promote the construction of small-scale hydroelectric power generation, establish solar power generation facilities, cooperate with policies to promote circular economy, strengthen the reuse of sludge in the water purification plants, reutilize the vale-added sludge in water purification plants and apply it to controlled- low-strength-materials and so on.

       

      Tap  water  is  an  important  element  to  support  people’s  lives, manufacturers’production and the environmental ecology. As the tap water supplier, TWC realizes its own responsibilities and missions. In the future, the management philosophy of 〝 Quality, Innovation, Credibility, and Knowledge 〞 will be implemented in the  face  of  challenges, and we will strive for innovative measures to achieve conservation of water resources, reduce pipeline leakage, and improve the scope and quality   of water supply, creating the value of tap water with 〝 Quantity, Quality and Good Service〞to meet the commission from the government, social expectation and our commitments to users.
