There is a Kaohsiung passenger shuttle bus from Kaohsiung Xiaogang International Airport to Fengshan, which runs every 30 minutes from AM6:30 to PM9:40

Self drive:
Go north to Kaohsiung Sanduo Interchange, turn right on Sanduo Road to connect with Zhongzheng Road, turn left on Chengcheng Road and go straight to Chengcheng Lake
Going south, you can get off at Kaohsiung Jiuru Interchange, turn left on Jiuru 1st Road, turn left on Chengcheng Road and go straight to reach Chengcheng Lake
Going south, you can get off at Kaohsiung Nanzi Interchange, go straight when you meet County Road No. 183, turn left and go straight toward Fengshan, turn right when you meet Dapi Road and go straight, you will reach Chengcheng Lake
